General: Nearly exactly the same as Street Fighter 2: Champion Edition... The only difference is the ability to select 1 new outfit color per character (which was a big deal back then), and the ability to "speed" the game up which allows for faster, more challenging gameplay... And on a side note, the stages were also re-colored, which give the game a different "feel" overall...
